ACF 2023 will have four opening keynote speeches and three panel debates on topics for international chemicals management followed by a closing session on the recommendations for the Indian Chemical Regulatory System. The RRMA annual gathering and training event will commence with an assembly and networking of members and aspiring members and will be followed with the training session. What will the new UN Framework for Chemicals and Waste Management mean for Asia?
The fifth session of the UN International Conference for Chemicals Management (ICCM-5) will take place in Bonn, Germany, on 25-29 September 2023 with the purpose to agree on a next platform to the Strategic Approach to International Chemicals Management (SAICM), which is expected to be called the UN Framework for Chemicals and Waste Management. Participants will hear from the moderator what has already been agreed and which issues remain unresolved. The four stakeholder representatives will express their positions on the open issues. They will also express their view on what the forthcoming framework will mean for Asia and how they intend to step up their contribution to safe management of chemicals and whether the targets set by the new framework can be met voluntarily or through mandatory means. How to best tackle forever chemicals and endocrine disruptors? Worldwide views in response to EU´s classification proposals.
The European Commission has put forward a proposal to revise the CLP regulation which introduces additional hazard classes for inter alia endocrine disruptors and persistence and mobility, which it plans to propose also to the UN GHS. You will hear from the moderator how the new hazards classes are defined in the EU and when they could be submitted and concluded by the UN committee. The four stakeholder representatives will express their positions on whether these are the right hazard classes to be added to GHS, whether the EU definitions are the appropriate ones and give their perspective on the upcoming discussions at the UN level on their inclusion in GHS. What is the right management system for industrial and consumer chemicals in Asia?
Since the implementation of EU-REACH in 2007, several Asian countries have introduced their own legal frameworks or have been tightening their existing chemical regulations. Examples of such regulations are South Korea’s K-REACH, Türkiye’s KKDIK, the Chinese REACH or the Taiwanese chemicals system. Other countries like Vietnam, Malaysia and India are still designing their system or have set the first steps.
